Your base country is the storefront and currency you set a price in. Apple and Google generate the price for every other market from that base, and never change the base itself.

What the base country is

When you price an app or in-app purchase, you pick one country or region as the base and enter the price in its currency. Both stores generate the auto-generated prices for every other market from that base. Apple never changes the price in your base storefront; it only adjusts the others to stay equalized with it.

Why the choice matters

Because every other price is derived from the base, the base you pick is the anchor the whole grid hangs from. Choosing your largest expected market as the base, in its own currency, means that market's price is the one you set directly and the rest are generated around it. It is worth setting on purpose rather than leaving on whatever the console defaults to.
